Stephen Niño CitalMSc, RVT, RLAT, SRA, CVPP, VTS (LAM-Research Anesthesia) President (2026–2028) Stephen is deeply engaged in the veterinary profession, working across both specialty clinical practice and research. He holds a Master’s degree in veterinary anesthesiology and is a Veterinary Technician Specialist (VTS) in Research Anesthesia, along with several additional credentials. Stephen is deeply engaged in the veterinary profession, working across both specialty clinical practice and research. He holds a Master’s degree in veterinary anesthesiology and is a Veterinary Technician Specialist (VTS) in Research Anesthesia, along with several additional credentials. His professional passions include anesthesia, pain management, and integrative medicine. Stephen has authored numerous peer-reviewed articles and contributed to multiple textbooks, including serving as the lead editor of the first veterinary cannabinoid medicine textbook and more recently contributing to the second edition of a pain management textbook. Among his many professional accomplishments, some of his favorites include being part of the scientific team that discovered acidic cannabinoid forms are absorbed more efficiently than decarboxylated forms, identifying that a commonly used anesthetic drug can cause methemoglobinemia in monkeys, inventing a smaller and more practical blood filter for animals receiving transfusions, and helping secure title protection for veterinary technician specialists. Stephen currently serves as a lab manager for HHMI at Stanford University in the Department of Neurobiology, as well as a partner, Chief Veterinary Nursing Officer, and Director of Pain and Cannabinoid Medicine Services at Remedy Veterinary Specialists. He is also the COO of Veterinary Anesthesia Nerds, LLC, and the Executive Director of the Academy of Laboratory Animal Veterinary Technicians and Nurses. Through his work with CaRVTA, Stephen’s goal is to elevate the role of RVTs in practice and strengthen the profession through legislation and regulation. He is also dedicated to promoting diversity and increasing the number of BIPOC professionals in veterinary medicine. |
Patricia ZehnaRVT – Past President (2026–2028) A lifelong animal and nature lover, Patricia became interested in veterinary medicine while volunteering at a local shelter in high school. After detours working in marketing for AT&T and as a cosmetologist, she finally started her career in veterinary medicine in 1993. Patricia began volunteering in the veterinary clinic at Guide Dogs for the Blind in San Rafael, CA and was hired in 1998 to coordinate guide dog veterinary expenses and as a veterinary assistant. She was mentored by several impressive veterinarians and RVTs while attending the Cedar Valley College distance learning veterinary technician program, obtaining her RVT in 2006. She returned “home” to Monterey in 2009 and has worked in many aspects of medicine, including Internal Medicine, ECC, Surgery, Dermatology, and general practice. In 2014, she was hired as an instructor and coordinator to help establish a veterinary assistant program at Central Coast College in Salinas, which is now a full AVMA-approved veterinary technology program. Patricia continues as an adjunct instructor teaching final year students and serving on the program’s advisory committee, while also working in emergency and critical care at a local emergency and specialty practice. Her main area of interest is pain management, and she has served on the executive board of the IVAPM. She has also previously served on the CaRVTA board of directors and as a district representative for NAVTA. This is her 16th year as a VSPN board moderator, a role she has enjoyed through all its incarnations. In her spare time, Patricia enjoys Pilates, hiking, and walking the beach with her two little rescue dogs “Clo Jo” and “Marigold.” Her main goal in veterinary medicine is to leave it better than she found it. |
Deborah Calantropio‑CovingtonMSc, RVT, RLATg, VTS (LAM‑Research Clinical Nursing) Secretary Deborah has been a Registered Veterinary Technician (RVT) in California since 2006, working in small animal practices and emergency clinics throughout the South Bay Area. In 2012, she began working at a research CRO in Menlo Park, launching her career in laboratory animal medicine. Because of her continued love for day practice—especially healthy puppy exams—she has remained a relief technician at VCA in Los Gatos since 2012, collaborating with a dedicated team of doctors and staff. She earned her certification as a Lab Animal Technologist (LATG) in 2014, followed by her VTS‑LAM (Research Clinical Nursing) in 2017. She also serves as the Research Representative for the CVMA Veterinary Technician Board. Her passion has always been centered on the welfare of the animals in her care, whether in a hospital or research setting. She is committed to advancing not only animal welfare standards, but also the careers of professionals involved in animal care. She is enthusiastic about upcoming changes in the veterinary technician field and looks forward to continuing to expand and elevate the profession in the years ahead. In her spare time, Deborah enjoys belly dancing with her award‑winning troupe, Raks Haniah (the Dancers of Happiness), performing throughout the Bay Area. She also enjoys spending time with her husband, Joseph, and their Direwolf/Chow mix, Lazarus—along with watching *The Mandalorian* (#BabyYoda). |
Philip SnowRVT – Treasurer Philip Snow is a Registered Veterinary Technician who co‑founded OC Veterinary Assistant School in 2016, where he currently serves as the Executive Vice President and Secretary. Along with management duties, he also teaches introductory and advanced classes for the school. He originally began working in the veterinary industry in 2002. In 2008, after passing both the California and VTNE Board Exams, he became a Registered Veterinary Technician. He began teaching shortly after obtaining his RVT License and has been teaching full time since 2013. His experience in veterinary clinics comes mostly from Canyon Animal Hospital in Laguna Beach, where he worked under the direction of Dr. John Hamil and Dr. Gershon Alaluf. After working for a decade in veterinary clinics, he went on to become the Senior Trainer in the Claims Department for what was then Veterinary Pet Insurance, now Nationwide Insurance. Philip considers himself a family man, a lifetime student, a veterinary professional dedicated to the betterment of the industry, and an advocate for advancements for Registered Veterinary Technicians. His interests in veterinary medicine include surgery, anesthesia, dentistry, and theriogenology. He currently lives in Rancho Santa Margarita with his wife, two children, and their bloodhound, Frankie. He also enjoys taking classes at the local college, golfing, spending time with his family, and watching his son play baseball. |

Mandy HeltonRVT, VTS (ECC) Mandy Helton is a Registered Veterinary Technician and Veterinary Technician Specialist in Emergency and Critical Care who practices at a large specialty hospital in San Diego, California. She earned her VTS credential in 2017 and has worked in veterinary medicine since 2009. Mandy serves as a Technician Learning and Development Specialist, bringing more than a decade of clinical and educational experience to her role. Prior to entering the veterinary profession, she served in the United States Navy, an experience that shaped her leadership style, clinical discipline, and commitment to teamwork. Mandy has a strong professional interest in high-acuity critical care, with particular focus on distributive shock, polytrauma, cardiopulmonary disease, and neonatal and pediatric patients. She is a frequent national and international speaker and is the author of a peer-reviewed publication. She is a dedicated advocate for credentialed veterinary technician utilization and actively champions the integration of highly educated technicians into collaborative, doctor-led care teams. Mandy believes that when credentialed technicians are empowered, respected, and fully utilized, hospitals achieve higher standards of patient care and improved client outcomes. Outside of the hospital, Mandy is an avid runner and enjoys hiking and trail running with her two Border Collies, Whisper and Cannoli. |
Lucy NashRVT Lucy Nash is a licensed RVT based in Southern California, obtaining her RVT license in 2016. She loves learning about the new and changing world of veterinary medicine, both inside and outside of a clinical setting. Lucy is now the Community Partnership Manager for Vet Professionals across the nation working with Hound. Within her 10 years in clinical practice, she worked in various roles, with experience in general practice, shelter, emergency, and physical rehabilitation medicine, experiencing the many faces of both corporate and private industry. As a “burnout statistic” herself, with a huge love for the industry, Lucy has a passion for helping fellow vet professionals curate the career that they love for themselves, and helping teams support each other. Her current role as a Community Partnership Manager with Hound allows her to share and educate fellow members of the field about the benefits of employee engagement and retention, by emphasizing the importance of understanding and creating culture together. She is also an active part of her local vet med community as Chapter Secretary of her local VMA board, and volunteers at BlendVet pathway events, helping shape the future of vet med, and SCVMA vaccine and wellness drives. |
Alison MottRVT Alison Mott began her veterinary career during her senior year of high school, working as an assistant in a small animal clinic. She spent five years in small animal practice before attending Cal Poly, San Luis Obispo, where she earned a Bachelor of Science in Animal Science with a focus on veterinary medicine. During her senior year, Alison completed an internship at the Santa Ana Zoo as a zookeeper. Following graduation, she was hired as a zookeeper and assisted with on‑site veterinary care. In 2006, she moved to Sacramento to join the Sacramento Zoo, where she continued her work in zoological animal care. She obtained her Registered Veterinary Technician (RVT) license in 2007 and assisted in the veterinary hospital intermittently until early 2010, when she officially transitioned into the role of Zoo RVT. She currently serves as the Senior RVT and Hospital Manager. Alison is also a published author, with contributions in the area of pain management in zoo species. She is deeply passionate about zoo and conservation veterinary medicine, advancing and advocating for the RVT profession, and supporting and mentoring those who aspire to become zoo RVTs. She is honored to serve on the Board and to help promote and strengthen the profession. |
Charles GaroupaRVT Charles Garoupa is originally from Fresno, CA and has worked in the veterinary field since 2006 when he started as a kennel technician at an exotics hospital. He later attended Pierce College and obtained his RVT through the California alternate route. He has worked at general practices, ERs, research facilities, and specialty hospitals throughout the Central Valley, Bay Area, and Southern California. He currently works in the anesthesia department at a busy multi‑specialty teaching hospital in Los Angeles. His professional interests include locoregional anesthesia, pre‑visit pharmaceuticals, and multi‑modal analgesia/anesthesia, and he has presented on multiple anesthesia‑related topics. Throughout his career, Charles has pushed to advance utilization, title protection, and mentoring the next generation of technicians. He is excited to serve the members of CaRVTA and advance the wellbeing of RVTs in California. Charles lives in Los Angeles with his significant other and shares his living space with a sassy cattle dog named Bea Arthur and two cats, Bella and Moo. |
